<p>许多组织希望通过推广计算机的使用来促进发展,它们犯了一个根本性错误:它们推广使用专有软件/非自由软件。使用专有软件不是发展;它使社会受制于人,而不是坚强有力。</p>

<p>反之,专有软件使用得越多,社会对富裕国家的少数企业的依赖就越深。专有软件是科技秘密,其他人被禁止学习、禁止维护、禁止适配、禁止扩展。它只能在某个公司的直接控制之下使用,否则就是非法。对专有软件的依赖不是发展,是电子殖民。</p>
