The current API is somewhat confusing at times and simpler usage is
possible. This overloads the arguments further to accept objects
with deprecation codes as property keys. It also adds documentation
for the different possible styles.
Besides that it is now going to validate for the code being present
in case of deprecations but not for other cases. The former validation
was not consistent as it only validated some cases and accepted
undefined instead of `common.noWarnCode`. This check is removed due to
the lack of consistency. `common.noWarnCode` is completely removed
due to just being sugar for `undefined`.
This also verifies that the warning order is identical to the order
in which they are triggered.

We can `dns.lookup` a falsy `hostname` like `dns.lookup(false)`
for the reason of backwards compatibility long before(see #13119
for detail). This behavior is undocumented and seems useless in
real world apps.
We could also make invalid `hostname` throw in the future and the
change might be semver-major.

These test cases in `test/parallel/test-dns-lookup.js` send
dns requests and depend on the results, which could fail
if the DNS service for invalid hosts is hijacked by the ISP.

This commit removes `common.crashOnUnhandledRejection()` and adds
`common.disableCrashOnUnhandledRejection()`.
To reduce the risk of mistakes and make writing tests that involve
promises simpler, always install the unhandledRejection hook in tests
and provide a way to disable it for the rare cases where it's needed.

A error message should always be non-enumerable. This makes sure
that is true for dns errors as well. It also adds another check
in `common.expectsError` to make sure no other regressions are
introduced going forward.

There is actually no reason to use `assert.doesNotThrow()` in the
tests. If a test throws, just let the error bubble up right away
instead of first catching it and then rethrowing it.

Export a new common.noop no-operation function for general use.
Allow using common.mustCall() without a fn argument to simplify
test cases.
