V8 deprecates `GetContents()` in favour of `GetBackingStore()`.
Update our code to reflect that.
V8 also deprecates `Externalize()` and `IsExternal()`; we should
be able to remove all usage of this once V8 8.0 is there.

Using `std::function` adds an extra layer of indirection, and in
particular, heap allocations that are not necessary in our use case
here.

Run inspector cleanup code on Environment teardown.

As discussed in https://github.com/nodejs/diagnostics/issues/161,
the core should expose important metrics about the runtime, this PR's
goal is to let user get the number of io request made, and lower level
mertrics like the page faults and context switches.

Without this, we would re-enter the signal handler immediately
after re-raising the signal, leading to an infinite loop.

These cannot be preserved correctly in v8 snapshot. Currently
none of these are called during bootstrap, this adds assertions
to make sure future contributors do not accidentally call
these in the wrong time.
Consider this, on the machine that builds releases:
```
process.cwd(); # "/home/iojs/build/workspace/"
```
If `process.cwd()` is cached as in
https://github.com/nodejs/node/pull/27224, when the user
downloads this binary to their machine:
```
$ cd ~/
$ pwd # "/User/foo"
$ node -p "process.cwd()" # "/home/iojs/build/workspace/"
```
This patch only adds checks in methods that get states from the
environment - it's not likely that the setters would be called
during bootstrap, and if they are called, we'll just ignore them
and whatever tests that test the change would fail when snapshot
is enabled. However the getters may be called in order
to persist information into strings and that would be harder
to catch (the test is only likely to test the format of these
strings which won't be useful).

This patch moves the serialization of coverage profiles into
C++. With this we no longer need to patch `process.reallyExit`
and hook into the exit events, but instead hook into relevant
places in C++ which are safe from user manipulation. This also
makes the code easier to reuse for other types of profiles.

runtime states and properties that should not be accessed
during bootstrap and patch them during pre-execution:
- process.argv
- process.execPath
- process.title
- process.pid
- process.ppid
- process.REVERT_*
- process.debugPort

Introduce a second base class for `ReqWrap` that does not
depend on a template parameter and move the `req_wrap_queue_`
field to it.
This addresses undefined behaviour that occurs when casting
to `ReqWrap<uv_req_t>` in the `ReqWrap` constructor.

In https://github.com/nodejs/node/pull/26016 the result returned
by process.uptime() was mistakenly set to be based in the wrong
unit. This patch fixes the calculation and makes sure the returned
value is in seconds.

This patch joins `per_process::prog_start_time` (a double)
and `performance::performance_node_start` (a uint64_t) into a
`per_process::node_start_time` (a uint64_t) which gets initialized
in `node::Start()`.

Because the part that is shared by `process.reallyExit` and the
Node.js teardown is `WaitForInspectorDisconnect()`, move that
into node_internals.h instead, and move the C++ binding code
into `node_process_methods.cc` since that's the only place
it's needed.

Embedders may want to control whether a Node.js instance
controls the current process, similar to what we currently
have with `Worker`s.
Previously, the `isMainThread` flag had a bit of a double usage,
both for indicating whether we are (not) running a Worker and
whether we can modify per-process state.
