src: make implementing CancelPendingDelayedTasks for platform optional
Fold `CancelPendingDelayedTasks()` into `UnregisterIsolate()` and make implementing it optional. It makes sense for these two operations to happen at the same time, so it is sufficient to provide a single operation instead of two separate ones.
