This works around a problem with fresh git checkouts: In this case the timestamp of the .ts file may be newer than the timestamp of the .js file. Thus make would try to build the .js file, which will issue the error-message due to tsc missing. I changes this to only raise the error if the .js is actually missing, and issue a warning otherwise.

The .js files need to be put into pkgdata, even if tsc is not available. On the other hand, the .js files can only be build if tsc is available. Thus the condition as to be moved.
