Use the `cwd` option for `child_process` instead of `process.chdir()`
to enable the trace events tests to run on workers.

The inspection triggered on each assert call eagerly even tough the
assertion was never triggered. That caused significant CPU overhead.

uv_fs_lchown() exists, as of libuv 1.21.0. fs.lchown() can now
be undeprecated. This commit also adds tests, as there were
none.

test-trace-events-fs-sync is swallowing useful information when it
fails. This change results in more information being displayed.

Enable running tests inside workers by passing `--worker`
to `tools/test.py`. A number of tests are marked as skipped,
or have been slightly altered to fit the different environment.

Add sync trace to fs operations which
is enabled by the node.fs.sync trace event
category. Also add a general test js file
to verify all operations.
