The DTRACE_* probes have been global for no really good reason.
Move those into an internalBinding.

This makes sure these two properties are non-enumerable. This aligns
them with all other globals that are not enumerable by spec.

This flag is partially used in tests where it was not necessary and
it is always possible to replace this flag with
`common.allowGlobals`. This makes sure all globals are truly tested
for.

Add a comment explaining why test-global runs in sloppy mode rather than
strict mode. While in the file, make some minor changes to the module
ordering and spacing to conform with our test writing guide. Also
reordered arguments in `assert.strictEqual()` to match documentation.

restores those in any files still remaining from that
edit.

This inadvertently changed to `[object Object]` with the V8 upgrade

The test directory had linting for undefined variables disabled. It is
enabled everywhere else in the code base. Let's disable the fule for
individual lines in the handful of tests that use undefined variables.

Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.
test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

The copyright and license notice is already in the LICENSE file. There
is no justifiable reason to also require that it be included in every
file, since the individual files are not individually distributed except
as part of the entire package.
