Metadata trace-events should be held in secondary storage so that they
can be periodically reemitted. This change establishes the secondary
storage and ensures that events are reemitted on each flush.

For safer shutdown, we should destroy the platform – and background
threads - before the tracing infrastructure is destroyed. This change
fixes the relative order of NodePlatform disposition and the tracing
agent shutting down. This matches the nesting order for startup.
Make the tracing agent own the tracing controller instead of platform
to match the above.

The agent code is supposed to manage multiple writers/clients.
Adding the default writer into the mix breaks that encapsulation.
Instead, manage default options through a separate "virtual"
default client handle, and keep the file writer management
all to the actual users.

Avoid unnecessary operations, add a bit of documentation,
and turn the `ClientHandle` smart pointer alias into a real
class.
This should allow de-coupling the unnecessary combination of
a single specific `file_writer` from `Agent`.

This change adds a new inspector domain for receiving Node tracing
data.
1. Node.js now can extend Inspector protocol with new domains with
the API defined in the src/inspector/node_protocol.pdl.
2. Plumbing code will be generated at the build time. /json/protocol
HTTP endpoint returns both V8 and Node.js inspector protocol.
3. "NodeTracing" domain was introduced. It is based on the Chrome
"Tracing" domain.

Removes the requirement to use `--trace-events-enabled` to enable
trace events. Tracing is enabled automatically if there are any
enabled categories.
Adds a new `trace_events` module with an API for enabling/disabling
trace events at runtime without a command line flag.
```js
const trace_events = require('trace_events');
const categories = [ 'node.perf', 'node.async_hooks' ];
const tracing = trace_events.createTracing({ categories });
tracing.enable();
// do stuff
tracing.disable();
```
Multiple `Tracing` objects may exist and be enabled at any point
in time. The enabled trace event categories is the union of all
enabled `Tracing` objects and the `--trace-event-categories`
flag.

The headers node_trace_writer.h and node_trace_buffer.h are not used in
agent.h but are more of an implementation detail of agent.cc.
This commit suggests moving the inclusion of these headers to agent.cc.

Node.js currently uses the V8 implementation of the DefaultPlatform
which schedules VM tasks on a V8 managed thread pool. Since the Node.js
event loop is not aware of these tasks, the Node.js process may exit
while there are outstanding VM tasks. This will become problematic once
asynchronous wasm compilation lands in V8.
This PR introduces a Node.js specific implementation of the v8::Platform
on top of libuv so that the event loop is aware of outstanding VM tasks.

V8 modified the platform API to accept a tracing controller at platform
creation time that is required to be present for the lifetime of the
platform if tracing will every be enabled. This will simplify the
implementation of a v8::Platform subclass for node.

A std::string manages its own memory, so using one removes the implicit
assumption that the argv vector passed to node will never be
deallocated. Also, the enabled_categories are used to construct a
std::stringstream, so its simpler to use the standard library
consistently.

This fixes an incorrect deletion of the `TracingController` instance,
which in some environments could cause an error about an invalid
pointer passed to `free()`. The `TracingController` instance is
actually owned by a `unique_ptr` member of the platform, so calling
`platform::SetTracingController(nullptr)` is the correct way to
delete it. But before that, the `TraceBuffer` must be deleted in
order for the tracing loop to exit; that is accomplished by calling
`TracingController::Initialize(nullptr)`.

This commit adds support for trace-event tracing to Node.js. It provides
a mechanism to centralize tracing information generated by V8, Node
core, and userspace code. It includes:
- A trace writer responsible for serializing traces and cycling the
output files so that no individual file becomes to large.
- A buffer for aggregating traces to allow for batched flushes.
- An agent which initializes the tracing controller and ensures that
trace serialization is done on a separate thread.
- A set of macros for generating trace events.
- Tests and documentation.
