This API is designed to enable worker threads use Inspector protocol
on main thread (and other workers through NodeWorker domain).
Note that worker can cause dead lock by suspending itself. I will
work on a new API that will allow workers to be hidden from the
inspector.

This method blocks current node process until a client sends
Runtime.runifWaitingForDebugger.
It can be useful when we need to report inspector.url() before
waiting for connection:
```
inspector.open(0, undefined, false);
fs.writeFileSync(someFileName, inspector.url());
inspector.waitForDebugger();
```

`v8::Global` is essentially a nicer variant of `node::Persistent` that,
in addition to reset-on-destroy, also implements move semantics.
This commit makes the necessary replacements, removes
`node::Persistent` and (now-)unnecessary inclusions of the
`node_persistent.h` header, and makes some of the functions that
take Persistents as arguments more generic so that they work with all
`v8::PersistentBase` flavours.

FromJust() is often used not for its return value, but for its
side-effects. In these cases, Check() exists, and is more clear as to
the intent. From its comment:
To be used, where the actual value of the Maybe is not needed, like
Object::Set.

simply set `process.binding('inspector').callAndPauseOnStart`
unconditionally instead of relying on `agent->WillWaitForConnect()`

- Instead of creating the console extensions eagerly during bootstrap
and storing them on an object, wrap the code into a function to be
called during `installAdditionalCommandLineAPI` only when the
extensions are actually needed, which may not even happen if the
user do not use the console in an inspector session, and does not
need to happen during bootstrap unconditionally.
- Simplify the console methods wrapping and move the `consoleFromVM`
storage to `internal/util/inspector.js`

Previously we create env->inspector_console_api_object() when
`process.binding('inspector')` is called, which may be too late
if the inspector console is used before the first call to
`process.binding('inspector')` - that is possible when
using `--inspect-brk-node`. Setting a breakpoint and using the
inspector console before that would crash the process.
This patch moves the initialization of the console API object to
the point when Environment is initialized so that
`installAdditionalCommandLineAPI()` can be essentially a noop
if we use the inspector console before the inspector binding
is initialized instead of crashing on an empty object.

Instead of using a shared pointer of the entire debug option set,
pass the parsed debug option to inspector classes by value because
they are set once the CLI argument parsing is done. Add another shared
pointer to HostPort being used by the inspector server, which is copied
from the one in the debug options initially. The port of the shared
HostPort is 9229 by default and can be specified as 0 initially but
will be set to the actual port of the server once it starts listening.
This makes the shared state clearer and makes it possible to use
`require('internal/options')` in JS land to query the CLI options
instead of using `process._breakFirstLine` and other underscored
properties of `process` since we are now certain that these
values should not be altered once the parsing is done and can be
passed around in copies without locks.

This patch:
- Refactors the `MemoryRetainer` API so that the impementer no longer
calls `TrackThis()` that sets the size of node on the top of the
stack, which may be hard to understand. Instead now they implements
`SelfSize()` to provide their self sizes. Also documents
the API in the header.
- Refactors `MemoryTracker` so it calls `MemoryInfoName()` and
`SelfSize()` of `MemoryRetainer` to retrieve info about them, and
separate `node_names` and `edge_names` so the edges can be properly
named with reference names and the nodes can be named with class
names. (Previously the nodes are named with reference names while the
edges are all indexed and appear as array elements).
- Adds `SET_MEMORY_INFO_NAME()`, `SET_SELF_SIZE()` and
`SET_NO_MEMORY_INFO()` convenience macros
- Fixes a few `MemoryInfo` calls in some `MemoryRetainers` to track
their references properly.
- Refactors the heapdump tests to check both node names and edge names,
distinguishing between wrapped JS nodes (without prefixes)
and embedder wrappers (prefixed with `Node / `).

For all classes descending from `AsyncWrap`, use JS inheritance
instead of manually adding methods to the individual classes.
This allows cleanup of some code around transferring handles
over IPC.

Make `Environment::GetCurrent()` return `nullptr` if the current
`Context` is not a Node.js context, and for the relevant usage of
this function, either:
- Switch to the better `GetCurrent(args)` variant
- Turn functions in to no-ops where it makes sense
- Make it a `CHECK`, i.e. an API requirement, where it make sense
- Leave a `TODO` comment for verifying what, if anything, is to be done

This is a major refactor of our Node’s parser. See `node_options.cc`
for how it is used, and `node_options-inl.h` for the bulk
of its implementation.
Unfortunately, the implementation has come to have some
complexity, in order to meet the following goals:
- Make it easy to *use* for defining or changing options.
- Keep it (mostly) backwards-compatible.
- No tests were harmed as part of this commit.
- Be as consistent as possible.
- In particular, options can now generally accept arguments
through both `--foo=bar` notation and `--foo bar` notation.
We were previously very inconsistent on this point.
- Separate into different levels of scope, namely
per-process (global), per-Isolate and per-Environment
(+ debug options).
- Allow programmatic accessibility in the future.
- This includes a possible expansion for `--help` output.
This commit also leaves a number of `TODO` comments, mostly for
improving consistency even more (possibly with having to modify
tests), improving embedder support, as well as removing pieces of
exposed configuration variables that should never have become
part of the public API but unfortunately are at this point.

- Use camel case names for memory retainers inherited from AsyncWrap
instead of their provider names (which are all in upper case)
- Assign class names to wraps so that they appear in the heap snapshot
as nodes with class names as node names. Previously some nodes are
named with reference names, which are supposed to be edge names
instead.

Workers debugging will require interfacing between the "main" inspector
and per-worker isolate inspectors. This is consistent with what WS
interface does. This change is a refactoring change and does not change
the functionality.

- Instead of storing a pointer whose type refers to the specific
subclass of `BaseObject`, just store a `BaseObject*` directly.
This means in particular that one can cast to classes along
the way of the inheritance chain without issues, and that
`BaseObject*` no longer needs to be the first superclass
in the case of multiple inheritance.
In particular, this renders hack-y solutions to this problem (like
ddc19be6de1ba263d9c175b2760696e7b9918b25) obsolete and addresses
a `TODO` comment of mine.
- Move wrapping/unwrapping methods to the `BaseObject` class.
We use these almost exclusively for `BaseObject`s, and I hope
that this gives a better idea of how (and for what) these are used
in our code.
- Perform initialization/deinitialization of the internal field
in the `BaseObject*` constructor/destructor. This makes the code
a bit more obviously correct, avoids explicit calls for this
in subclass constructors, and in particular allows us to avoid
crash situations when we previously called `ClearWrap()`
during GC.
This also means that we enforce that the object passed to the
`BaseObject` constructor needs to have an internal field.
This is the only reason for the test change.
- Change the signature of `MakeWeak()` to not require a pointer
argument. Previously, this would always have been the same
as `this`, and no other value made sense. Also, the parameter
was something that I personally found somewhat confusing
when becoming familiar with Node’s code.
- Add a `TODO` comment that motivates switching to real inheritance
for the JS types we expose from the native side. This patch
brings us a lot closer to being able to do that.
- Some less significant drive-by cleanup.
Since we *effectively* already store the `BaseObject*` pointer
anyway since ddc19be6de1ba263d9c175b2760696e7b9918b25, I do not
think that this is going to have any impact on diagnostic tooling.

Work around https://github.com/nodejs/build/issues/1254, which
effectively breaks stress test CI and CITGM, by avoiding
`std::make_unique` for now.
This workaround should be reverted once that issue is resolved.

Replace v8::Persistent with node::Persistent, a specialization that
resets the persistent handle on destruction. Prevents accidental
resource leaks when forgetting to call .Reset() manually.
I'm fairly confident this commit fixes a number of resource leaks that
have gone undiagnosed so far.

Previously, built-in modules are registered before main() via
__attribute__((constructor)) mechanism in GCC and similiar
mechanism in MSVC. This causes some issues when node is built as
static library. Calling module registration function for built-in
modules in node::Init() helps to avoid the issues.
