Regulated 19 payment service providers use the Taler protocol to issue digital cash 20 denominated in a fiat currency. The digital cash tokens are stored in 21 electronic wallets under the full 22 control of its respective owner. The payment service provider has an escrow 23 bank account holding the equivalent of all digital cash in circulation. 24
25
26 Merchants redeeming digital cash receive aggregate transactions over the 27 respective amount into their regular bank account. Digital cash transactions 28 happen basically instantly, and must be performed online to prevent 29 double-spending. 30
31
32 Support exists for <a 33 href="https://www.taler.net/papers/suerf2023en.pdf">offline 34 points-of-sales to accept transactions where only the customer is 35 online. GNU Taler is 36 scalable and technologically suitable for 37 regional currencies (such as eNetzbon), 38 commercial deployments (such as Taler 39 Operations AG) or <a 40 href="https://www.snb.ch/en/mmr/papers/id/working_paper_2021_03">central bank 41 digital currencies (CBDC). 42
43
Changes in GNU Taler v1.4
44
45 For GNU Taler v1.4 we addressed over 70 individual issues.
