1 To: rfc-ise@rfc-editor.org 2 3 Dear IS Editor, 4 5 This is a message for the submission of draft-dold-payto to the 6 independent stream. We intend this to be an experimental RFC. 7 We believe Bernie discusses this already with you at IETF 104. 8 9 Previous drafts have seen review by the IETF communities, and we 10 addressed the various comments we have received. As no WG was 11 happy to pick up the topic, IESG/ADs suggested to us that we submit 12 this to the independent stream, in particular to generate an FCFS 13 registry at IANA and to hopefully inspire more parties to implement 14 the scheme and gain more implementation experience as a community. 15 16 17 First, there were discussions on [uri-review], starting April 30th 2017: 18 https://mailarchive.ietf.org/arch/msg/uri-review/YFzsOq9kbU4Lt7IV9QWwnuVzDaw 19 20 A second round of reviews happened in April 2018: 21 https://mailarchive.ietf.org/arch/msg/uri-review/D_IeQiXnWzT53dCPCh13zXR6LC4 22 23 Next, RFC editor privided an independent technical review as 24 well (private e-mail, IANA #1133677, via Amanda Baber). 25 26 Finally, there was a recent discussion on [Dispatch]: 27 https://mailarchive.ietf.org/arch/msg/dispatch/nERmRZ8AtDQLSo1KMW-4W6zmvFo 28 29 We believe to have adequately addressed the comments received 30 at this time (as well as other comments received in private). 31 32 33 We assert that the IANA allocation of payto:// does not require 34 IETF consensus or standards action. In fact, we believe the 35 allocation is already in effect. 36 37 38 The purpose of publishing the document is to create a uniform standard 39 for the specification of pro-forma invoices that allows the invocing 40 party to specify account details, amounts and other wire-transfer meta 41 data. We believe this standard is urgently needed, and have had 42 discussions with various parties in the financial industry that support 43 this assertion. We also implemented this in our own payment system. 44 45 Christian Grothoff is willing to serve as the first expert reviewer for the 46 IANA registry. 47 48 The intended audience are thus developers for applications that deal 49 with payments and are seeking a simple standard for specifying wire 50 transfer information. 51 52 Best regards, 53 54 Florian & Christian
