 <p>Un proyecto de ley que se está considerando actualmente en Uruguay hizo que
 en la Free Software Foundation nos diéramos cuenta de un punto importante
 que faltaba en  nuestra lista de recomendaciones sobre las políticas
 gubernamentales en favor del software libre.  El proyecto de ley establece
 que cuando desde el Estado se desarrolla o se contrata el desarrollo de
 software, se requiere que la solución se pueda desarrollar en un ambiente
 constituido por un 100% de software libre.</p>
 
 <p>Este requisito evita problemas que realmente pueden suceder. Aunque el
 código fuente de la solución se entregue como Software Libre, y aunque pueda
 ejecutarse en una plataforma GNU/Linux 100% libre, aun así el programa puede
 quedar atrapado de otras formas.</p>
 
 <p>Por ejemplo, la generación de su código fuente podría requerir el uso de un
 programa privativo. Incluso editar el código fuente podría requerir un
 programa que no es libre. Ambos problemas pueden ocurrir al usar una IDE
 privativa, lo cual crearía obstáculos adicionales a la migración del Estado
 hacia el software libre. Es sabio y correcto que la ley excluya estas formas
 de desarrollo de soluciones informáticas para el Estado.</p>
 
 <p>Tomando esto en consideración, la FSF ha actualizado sus recomendaciones
 para las políticas gubernamentales, sugiriendo que los contratos requieran
