H.R. 3028 “The Trademark 46 Cyberpiracy Prevention Act of 1999” will also establish 47 unprecedented ability for trademark holders to sue Internet 48 users all around the world. And H.R. 32028 will undermine a 49 fair and carefully crafted international consensus on the 50 resolution of Internet name disputes. It's a bad bill and it 51 should be stopped.
52
53 The House of Representatives may vote on H.R. 3028 as early as 54 Tuesday, October 26, 1999.
55 56
You Need To Act
57 58
59 There is a chance to stop HR 3028. It has very few sponsors 60 and has moved quietly through Congress, mostly under the radar 61 of organizations and businesses that have worked to promote 62 the growth of the Internet. Also, Congress will soon break 63 for Thanksgiving.
64
65 But you have to act!
66 67
What You Can Do
68 69
70 It is vitally important for you to contact your Representative 71 in Congress and explain politely but firmly that you hope that 72 your Representative will VOTE AGAINST H.R. 3028.
73
74 Here is a quick guide to Calling Your Congressman.
75 76
77
Call the Capitol Hill Switchboard (202-224-3121) and 78 ask to speak to your Congressman. (Don't know who your 79 Congressman is? Ok, go here [archived]).
80 81
When you reach the office say to the person who answers 82 the phone:
83 84 “Hello, I'm a registered voter in the district of 85 Congressman
. I'm calling because I hope he/she 86 will vote against H.R. 3028, ‘The Cyberpiracy Act.’ 87 I don't like cyberpirates, but I believe this bill will hurt 88 ALL domain name holders on the Internet, including small 89 businesses, noncommercial organizations and individuals. Will 90 you please tell the Congressman that I asked him/her to vote 91 against H.R. 3028? Thanks.”
92 93
Here are all the things you just did in 30 seconds:
94
95
You made clear that you're a voter in the Congressman's 96 District (they'll listen to you!)
97
You said clearly that you are against a bill and you gave 98 the bill number and the title of the bill (it's important to 99 give both!)
100
You gave the Congressman a good reason to vote against 101 H.R. 3028 (Members of Congress like good reasons for votes)
102
You asked for a commitment to convey your position to the 103 Congressman (you want to be taken seriously)
104
You were polite (always a plus)
105
If you leave your name and address, that will make your call 106 even more effective (you might even get a letter)
107
108
109 110
If you like, you can also send an email to your Representative 111 with a new service offered at the House web site—check 112 here [archived].
113 114
If you're still energized to do something, ask a friend or 115 neighbor who also lives in your district to make the same 116 call. You can also call the office of the Chairman of the 117 Rules Committee Congressman David Dreier and tell his 118 staffperson that you oppose H.R. 3028 and hope that Mr. 119 Dreier will put off a vote on the bill until the problems 120 are fixed.
121 122
If you want to learn more about the problems with H.R. 3028, 123 look at the excellent letter from computer users and legal 124 experts. Also, visit Thomas and check out the bill and the 125 history.
126
127 128
Relevant Information
129 130
131
132 Information about H.R. 3028, including the Text of the bill
133
134 Information about the ICANN Uniform Dispute Resolution Policy
135
136 Letter from ACM, Legal Experts on Problems with H.R. 3028
137
138
139 140
141 142
143
144 145
Please send general FSF & GNU inquiries to 146 <gnu@gnu.org>. 147 There are also other ways to contact 148 the FSF.
