I've been 28 campaigning since 1984 for free software—free as in 29 freedom. (See the GNU Manifesto, Dr. Dobb's Journal, Sept. 1985.) 30

Free software means, roughly, that you are free to study what it does, 33 free to change it, free to redistribute it, and free to publish 34 improved versions. 35 (See http://www.gnu.org/philosophy/free-sw.html 36 for more details.) You deserve these freedoms; everyone deserves 37 them. I wrote the GNU General Public License (GNU GPL), the target 38 of Microsoft's greatest 39 ire, to defend these freedoms for all users, in the spirit of the 40 free software movement. 41

Years later, in 1998, another group began operating under the term 44 “open source.” They have contributed to the free software 45 community in practical ways, but they stand for very different views. 46 They studiously avoid the issues of freedom and principle that we 47 raise in the free software movement; they cite only short-term 48 practical benefits as the reasons for what they do. 49

Their stated definition for the term “open source” is 52 somewhat broader than free software, and thus includes my work. But 53 describing the GNU GPL as an “open source license,” as 54 Microsoft did, is more than half misleading. The GNU GPL embodies the 55 firm philosophy of the free software movement; it doesn't come from 56 the open source movement. I am not a supporter of the open source 57 movement, and never have been. 58

Tim O'Reilly, by contrast, is a pillar of the open source movement, at 61 least to hear him tell it. However, if you look at actions rather 62 than words, most of the manuals published by O'Reilly Associates do 63 not qualify as open source, let alone as free. The handful of free 64 titles are exceptions. He could easily excuse himself to 65 HUAC—“Yes, 66 I talked about open source, but I didn't really do much of it.” 67

If O'Reilly moves to selling free-as-in-freedom books in the future, he 70 could become a true supporter of the free software movement, or at least 71 the open source movement. [Later in 2001, O'Reilly Associates published a 72 couple of additional free books. We are grateful for this contribution to 73 the free software community, and we look forward to more of the same.] 74

With the recent founding of FSF-Europe, and the coming inauguration of 77 FSF-India, the free software movement is going stronger than ever. 78 Please don't lump us in with the other movement in our community. 79

Sincerely, 82

—
Richard Stallman
President,
Free Software Foundation

90
92

95
Please send general FSF & GNU inquiries to 96 <gnu@gnu.org>. 97 There are also other ways to contact 98 the FSF.
