We are excited to learn that NLnet will apply for funding 66 from the EC's NGI initiative, and are happy to lend them our strongest 67 support. 68 69 Various community members of GNUnet e.V. have worked with NLnet over 70 the last decade, and we have found their funding process to be 71 reasonably uncomplicated and effective. In terms of knowledgeable and 72 result-oriented mechanisms for grantmaking, NLnet is comparable with 73 the (less specialized) Emmy Noether Programme of the DFG, except that 74 it's decision making speed is even faster. We also have experience 75 with H2020, FP7, KTI and NSF funding proceedures, which are all more 76 complicated and generally result in lower quality expert reviews (of 77 both applications and deliverables). We can also attest that NLnet is 78 well known in the larger community of people building modern, 79 privacy-preserving network applications and services, so we predict 80 that they will have no problem attracting a substantial number of 81 quality applications. 82 83 We thus think that it is a really good idea for NLnet to coordinate 84 funding in this area: many promising projects are unable to directly 85 meet the requirements to receive EU funding, in particular given the 86 complex application and reporting procedures. Furthermore, NLnet's 87 plan to create a shared infrastructure would add some of the 88 professionalism that is currently lacking in this space. As GNUnet 89 e.V., we see particularly strong value in infrastructure to address 90 usability, accessibility, continuous integration and reproducible 91 builds, as these are not currently adequately covered for us by the 92 GNU project. 93 94 Thus, as one of the larger and older efforts in the space of 95 reinventing the Internet, GNUnet e.V. would really like to see NLnet 96 to be responsible for managing the NGI and selecting the right 97 (sub)projects. Having them as an intermediary will be hugely 98 beneficial as we know that they can adapt to the needs of the 99 people that might actually make a difference. 100 101 102 \vspace{3cm} 103 Prof. Dr. Christian Grothoff\\ 104 President, GNUnet e.
